In the age of the Google Wallet and PayPal, the use of fingerprints as a payment method doesn't seem implausible. And the idea wasn't for four Carnegie Mellon University students who recently launched their own biometrics-based pay system as an alternative to plastic credit. 

With PayTango, a swipe of the finger links users' personal information to their credit or debit card in less than 15 seconds, making for a quick and easy-to-use system. 

"We wanted to eliminate the need to carry anything around to identify yourselves. The founders conceived the idea for PayTango while working on a project for a TechLab start-up course at CMU during the fall of 2012. They further developed their prototype while participating in the University of Pennsylvania's PennApps Hackathon, the largest software development competition of its kind. 

"When we were thinking of ideas for the start-up class, we were really intrigued by the idea of consolidating all your credit cards into one. We figured, 'Why would you need to carry anything at all?' We then looked into biometrics as a way of identification, increasing the security and convenience factor of paying," Ms. Lau-Kee said. 

The PayTango prototype machines were built at the PennApps hackathon using just an iPad, a fingerprint reader and a magnetic card reader. The founders also expanded their system into the Silicon Valley, sealing the deal with a few gyms, restaurants and convenience stores in the area. The founders believe that partnerships with gyms will improve access control and convenience, and that partnerships with convenience stores will support loyalty rewards. 

"We want to just keep developing the product and expanding it into various applications. The great thing about starting this at CMU is that your CMU ID is universal and used all around campus. Because of this, people can really find value in a program like PayTango. We're looking for more markets like that -- places in which our system would really be useful," Ms. Lau-Kee said. 

Businesses are already picking up on PayTango's usefulness -- the system recently received acclaim on sites such as Mashable and TechCrunch. For Riggs, a painting made for him by one of his employees that hung in his office for 25 years is gone forever, lost in the storm.

About three weeks after the storm, elementary students attended class at Graceland Baptist Church in New Albany. Nearly two weeks later, junior and senior high school students finished the year out at the Mid-America Science Park in Scottsburg.

And all the while, they waited to get their school back. The $50 million project — which was paid for by the district’s insurance — took Belfor, working around-the-clock, about five months to complete.

Rob Robbins, sales and product manager with the company, said he was on site within 12 or 15 hours of the disaster. He said getting the school up and running in such short order was paramount not just for students, but also for the rest of the community.

“The school is the lifeblood of any community, particularly in Henryville, which is K-12,” Robbins said. “If it’s not in session, those parents have situations where they go to work and may not be able to go if [school’s] out. It kind of disrupts the normal flow of any community for school to not be in session for an extended length of time.”

Riggs said seeing the place where many of the community members had been educated come back so quickly was a source of hope for their own lives.

“I think seeing the school return in that short period of time made people proud and made them say, ‘We’re back,’” Riggs said, “even though, as of today, there are a lot of people who aren’t back.Nitrogen Controller and Digital turismoinrete with good quality. Troy Albert, principal of the junior/senior high school, said the physical structure gives some hope, but the community also feels hope when they walk through the hallways with their children to attend events and games.

The result is not only a gorgeous building – including Sadleir’s study, with rare linenfold panelling, and much later painted walls – but a place very much in the community. All that is a bunch of rot, I’m afraid, and the rank and file’s racism is just a plain fact. A party with that kind of base is not going to be changing positions on affirmative action anytime in the next, oh, millennium. No—I really can’t predict a meeting of the minds here in any remotely foreseeable future. Remember, the conservative, Republican-appointed Supreme Court is (presumably) about to undo affirmative action and the Voting Rights Act. It’ll be another decade fighting to win those back at least.

The GOP base doesn’t appear to boil with the same depth of contempt for Latinos. To Republicans, Latinos are the people who at least, you know, mow people’s lawns and such. But I think conservatives misunderstand Latinos. It’s true that they are a quite heterogeneous admixture of people from a broad range of cultures and historical traditions. But to the extent that they can be lumped together, as we do for electoral-demographic purposes, we find that they are alas a pretty liberal outfit.

Conservatives always say, “Latinos are conservative; they are our natural allies!” It’s not really true. Exit polls last year found Latinos supporting abortion rights in quite large numbers, and ditto same-sex marriage (to a lesser degree, but still a healthy majority). The conservative misunderstanding, of course, is in assuming that personal conservatism equates with political conservatism. Sometimes it does, but a lot of the time it does not.

And here’s another thing about Latinos, especially working-class and working-poor Latinos. Because of language and cultural barriers, they have tended to take advantage of fewer state benefits than others. They don’t use the earned-income tax credit as much, for example. There seems to me reason to think that over time, as language barriers lessen, that will change. And of course we have health care coming down the pike, and all its subsidies to families up to 188 percent of the poverty line. In other words, conservatives, millions more Latinos are poised to become card-carrying members of the good old moocher class! You think the party that wanted to repeal health-care expansion is going to get the bulk of those votes?

The main mistake Republicans make is that they actually think symbolic moves will accomplish the job here. More black speakers at the convention, three Latinos in office instead of one. Most people are actually smart enough to figure out that symbolism with no substance behind it is kind of insulting.

The bottom line is about the base. The GOP base consists of white people who are terrified of losing their skin privilege in Barack Obama’s America. The World Health Organisation recommends that PM2.5 levels be kept below 25 micrograms per cubic metre.

From 2016, no new licences would be allowed for vehicles that pre-date the Euro and Euro I emissions standards. Pre-Euro II vehicles will not be licensed from 2017, pre-Euro III vehicles from 2019. By the deadlines, these vehicles would be at least 13 years old. Some would have been running for more than 18 years.

Ex-gratia payments based on the age of the vehicle and representing a percentage of the cost of replacement would be offered to affected owners. Those who scrap and replace old vehicles could receive between 18 per cent and 30 per cent of the cost of the replacement, up from 10 per cent to 12 per cent in past schemes.
