Pickles hands throws weight

The Government will offer workshops on planning powers, the future of the high street, the basics of business improvement districts, running a town team and the importance of footfall and business planning. The training and mentoring is to be targeted at the leaders of 350 town teams across the country which were created following the recommendations of the Portas Review.

The initiative comes as retail expert Mary Portas gives evidence to the select committee retail inquiry into high streets today [September 2] and former Focus boss Bill Grimsey prepares to launch his ‘alternative’ review on Wednesday. The Department for Communities and Local Government said the timing of the support for town teams is unrelated.

Workshops will be provided by dedicated local high street experts from organisations such as the Association of Town and City Management, Centre for Local Economic Strategies and Business in the Community. The support is part of measures put in place by the Government to equip local communities with the powers and knowledge they need to respond to changing trends and develop plans that are the right fit for their communities.

Pickles said: “We have reset the terms to allow high streets to thrive in the digital age with tax breaks for small businesses, a simplified planning system and fairer parking rules.“We’ve also followed many of the recommendations set out in the Portas Review, but it is now for ‘town teams’ to come together and plan what they want from their high streets, not just today,Shop huge inventory of Car glassbottles Charger, but in 10, 15, 20 years’ time.”He added: “There isn’t a one-size-fits-all model but with the help of these dedicated local high street experts town teams will have the tools to make the changes they want, and support the high streets of the future.”

The programme will run until 2015 and towns will receive additional tailored support on running a market, branding, volunteering and working with investors and developers.According to the package, the municipal government will restrict the number of new cars on the road each year from January 2014.

The rules are expected to be implemented in 2014.In addition, vehicles from other cities will be subject to more time and area restrictions from 2014 at the earliest.

The municipal government has also vowed to cover downtown areas with at least 480 km of bus lanes and introduce a public bicycle rental system by 2017 in order to make public transportation 60 percent of total vehicle trips made in the city.According to the plan, air quality will improve significantly by 2017, with PM 2.5 density controlled to around 60 micrograms per cubic meter.PM 2.5 are airborne particles measuring less than 2.5 microns in diameter which can pose health risks.

"In order to curb vehicle emissions, we have to introduce a market mechanism to reduce intensity of vehicle use," said Li Kunsheng, an official in charge of vehicle emission management with the Beijing Municipal Environmental Protection Bureau.

But the outdoor music festival with at least 17,000 paying customers once again experienced problems that at best irritated patrons and at worst angered them. Organizers fixed FloydFest 11’s big problem — getting out on Sunday. But getting them in on Thursday presented a new set of problems this year.

Then the rains came on Saturday, in torrents, pouring about 3 inches’ worth onto the site off the Blue Ridge Parkway where Patrick County and Floyd County meet. Vehicles were mired. The fairway was a trail of ooze. And new parking sites in Floyd County had to be set up — an “emergency plan” that resulted in the Floyd County Board of Supervisors asking the festival bosses to explain themselves.

Last year, the festival scheduled its highest-impact performances for Sunday, and sold single-day tickets for that day. It resulted in what Hodges has called “system overload,” with not enough buses to promptly get folks on and off the festival site .

This year, having hired a civil engineer who came up with a plan to deal with the traffic, Sunday exits went off fairly well, despite the deep mud that remained. But according to Hodges and Johnson, the engineer did not properly plan for Thursday — and the festival had scheduled its hottest acts for that day, with a headlining show from The Lumineers.

The organizers said that they had told the engineer to plan for a heavy Thursday. But when it came, he had not scheduled enough drivers to man the 20 buses available to ferry people to the festival site.

“We knew all these people were coming Thursday,” Johnson said. “And they all came early and they all came with even more stuff” than they needed for four days of camping. .Most of aftermarket hid chinamosaic for motorcycle are similar or the same with following one. That is where a confluence of rumors began circulating .

For years, FloydFest had partnered with neighboring winery Chateau Morrisette for a large slice of off-site parking that was close to the festival grounds. Representatives of at least a dozen charities — under the nonprofit Floyd County Cares’ umbrella — helped with parking. In exchange, money collected in parking fees went to those groups. Both the festival and the winery also took money for expenses.
